it would, but we decided that it was 80 years later before Korra was released, and so as a result, we did not know of the Republic City saga nor anything surrounding it. when Korra was released, we decided not to retcon the place, and so we didn't. *shrugs*

not to say we don't have flexibility or anything though. :3
