Personality:
The count is a man who revels in his spoils. Big homes, gorgeous servants, extravagant robes, the works, he loves it all. A hedonist and a backstabber, his poised aristocratic nature is merely a hollow lie, masking a more barbaric persona. This is a man who feels that slavery and prostitution are perfectly acceptable if his subjects fail to fulfill their end of the bargain or if they are simply weaker. He hates people who never rise up in ranks if they start low. As a person, he spent his whole life exploiting the barbaric and tendencies of the ignorant and the vices of the sophisticated to achieve the nobility he has today. Though he denies it, deep down he is still the thug from the streets, he just has better hygiene now.

Though sadistic and brutish, he is also calculating and careful with his actions. While he likes to be hands on, he knows to do so in the shadows. A gentleman in the great halls of the nobles, a pimp in the dark alleys. Arashi is a highly charismatic man, able to sway people to his side of thinking as if they came to the conclusions themselves. He will do terrible things to people, unspeakable things. And the worst of it is, they will want him to.


Abilities:
Arashi honed his skills as a fire bender in illegal underground agni kai tournaments since he was sixteen. Unlike the gentlemanly practice among the nobles, the underground was different. They fought dirty, they cheated, and matches were rigged against him so others could win their bets. He slaughtered everyone. He was known to please the bloodthirsty crown with his “finishers” including boiling people from the inside with his bending, from touching their helpless mangled bodies, exploding their eyes, and so forth. Fatality moves aside, he is a very talented fire bender, using his ferocious personality to squeeze near maximum power in every move. He is not the type to stand and counter, he goes in hard, he goes in fast. His flurry of fire is unrelenting close range or at a distance.

He is also very skilled in bending lightning, a skill usually only found prominently in the elite, something he was not when he learned it. He slowly picked up how to utilize the cold fire from getting into fights with hot headed nobles. He would dishonor them, and provoke them into meeting for an agni kai in private. After multiple fights he learned from their movements and became more accurate than many of those he took note from.


Appearance:
Despite his handsome appearance and noble attire and attitude, remnants of his rough past remain. He proudly shows his burn scars on his face and chest, unashamed of the looks he gets from it. He knows he is more handsome then those who judge anyways. He tends to lie as to how he got the scars though, claiming they were the results of an industrial accident as a child. He has a well-cared for goatee that suggests both a masculine feel and still keeps a touch of grace. His features are fairly angular, a traditional beauty, the high cheek bones, the large eyes, the square chin and soft pale skin.
When in battle he ties back his long, flowing hair, but keeps it loose when socializing, knowing that he looks more seductive that way. He is a very muscular man, not bodybuilder muscular, the lean yet strong nature of a fighter’s. He is proud of his physique, exposing his sculpted chest and wearing beautiful flowing, silk robes, which are intentionally tighter in some areas to show his “assets.” He prefer very ornate attire, specks of gold or jewels embedded in his clothes, and he prefers to sport the traditional colors of the Fire nation such as, reds, yellows, and blacks.

History:

Arashi grew up dirt poor in the slums of the Fire Nation capital. Every night he looked up at the castles in the distance before he went to sleep dreaming of living there. His home life was everything but posh and extravagant. His father was a wounded veteran who would often drink and light fires under his son’s feet. His mother, a former noble herself had married the man, giving up her fortune in the process. She tended to lay quiet in bed or in the kitchen powerless to help her child. Arashi would later grow up to hate both of them, his father for obvious reasons. He began to feel that his mother denied him from living a good life.

Arashi dropped out of school at the age of ten and worked odd jobs in factories because his disabled father could not work. He was introduced to a life of crime by first stealing a satchel of fire flakes just to get by. When he was fourteen he had returned home from work to find the two dead, seemingly a murder suicide. It started out simple, get what you could to survive and take from those who would not miss it, but eventually they did not satisfy. Arashi wanted more, he felt he deserved more, people screwed him over all the time, and he may as well beat them at their own game. He was eventually caught by a guard who caught him and a friend of his stealing. The guard beat them to a pulp; something happened to Arashi, would say he had reached the breaking point. However, what really happened was his veil of innocence one he had even convinced himself of, burned away. The guard was the first man he had ever killed. The power he had as he extinguished the fire in the guard’s eyes was thrilling to say the least.

This blood lust lead him to enter illegal fights, often beating others to death. He was as shrewd as he was tough however, eventually taking complete control of the tournaments and becoming the head leader. His business began to expand to prostitution and slavery, as well as money lending and hiring out his men as mercenaries. Despite his hold on the underworld no one would sell him out to the authorities either out of fear, or strangely enough, love. When he had made the leap to becoming Count, no one could suspect him of his treachery.

Arashi bought his way into nobility, slowly becoming a go to businessman in low and high society. Anything anyone needed, he had it for a price. After some charitable donations to Fire Nation royalty, they gave him what he wanted ever since he was a child. His main castle is in fact, the tower he used to look up at as a child in the slums. Arashi now was rich from legitimate practices, owning factories, fancy restaurants, etc. However, he also kept his criminal empire stable as well. His love for battle, sex, and gambling kept him rooted to his past. His dark side bleeds through to give him a smoldering quality, like an artist, or musician that people find both threatening and captivating.

Cool character. It kind of bugs me that you barely reached the requirements on every section, but since you technically did nothing wrong, I'll approve.
