Earth Queen Meili,

I hope by the time this letter reaches you you have not heard the news of Omashu. I hope that I can be the first to tell you, so you can hear straight from me exactly what has happened.

I have taken control of the city. The former King has been imprisoned, and I was its ruler. That is no longer true, I have dissolved the monarchy and instituted a system of complete democracy. There is no assigned ruler to this city, its fate is decided by its people. I have left the bureaucracy in place, so your servants remain in positions of work, but they do not carry anymore weight in influence than the weakest citizen of this city. I have included with this letter a copy of the New Omashu Charter, which I hope you will read and review, to better understand the terms in which we are now working.

The loyalty of Omashu remains to the Earth Kingdom, and our control over the military still answers ultimately to you. In other military regards, I have established a team of deadly archers called the An Mangmar, in order to maintain democratic purity in this system. These archers are loyal not only to me, but of course to the Earth Kingdom.

I send this letter to inform you that despite drastic changes in the system, not much shall change for you and Omashu is no threat to your control of this Kingdom. The King of Omashu remains in custody, and should you desire, he will be sent back to Ba Sing Se to do with what you please. In any other case he will be released into the city as a standard citizen, relieved of all responsibilities and authority.

Meili Mitali Zalika	To Master Da-Zho Yin: It almost seems like you are asking for, if not creating, more trouble. I have dealt with many an usurper in my lifetime, and despite the supposed peacefulness of your "rise" to the throne, it is still an usurpation, something that I have zero tolerance for in my kingdom. The monarchy was far from tyrannical, any more than the monarchy in Ba Sing Se is--for I deal with tyrants, usurpers, anarchists, and totalitarians all the same way. If the fate of the city is left to the people, then why did the previous king have to be dethroned and imprisoned simply for doing his job? He answered to me and was one of my finest agents. Do not underestimate the wisdom of who I choose to lead the cities of my fine kingdom. Call me a control freak if you will, but prior to my reign, this nation was full of corruption and oppression which I have made it my goal to stamp out. I will not hesitate to do so again. What you are seeking may not always be what the voice of the people want. Of course if you established "Freedom" in Ba Sing Se, the people would be thrilled to see the rings of the districts come down so the poor could plunder the rich, but that is not how it works. I fear that there will be anarchy under the new system, but I admit that my fears are based more in history than actual knowledge. It is because of this that I will be paying Omashu a visit personally, so that we can sort things out. Let it not be said that I do not listen to the complaints of my people, but I do not take kindly to people doing things without my permission, and upsetting the meticulous system that I have put in place for the very purpose of preventing unwanted chaos.
