As elusive as the Earth Queen usually was, one thing was proved during the war--she was swift to come to places where she was needed, and she was not hesitant to show her face. With The Siege of Omashu over, Meili was sticking to her promise of aiding the people that were so loyal to her.

Luckily, most of the damage had been done in the fields around Omashu instead of the city proper, but unsurprisingly, flaming meteors did a lot of damage, and so there was their removal, as well as the cleanup, that needed to be taken care of. Being earthbenders, and thus able to whip up walls of stone with relative ease [or true ease, in the case of the masters], rebuilding structures was easy.

There was another approach Meili was subtly taking during the rebuilding process, however, which kept her in the city longer than anticipated. Meili was known for her deep, strong ties with the Dai Li, and even moreso with the Kyoshi Warriors, particularly in the southern reaches of her kingdom.

The fortifications of the city and the strength of the buildings were all being increased, as was the immensity and complexity of the Omashu Underground. It was almost becoming like the Cave of Two Lovers with how vast and long the passages were, except it was less confusing and was not subject to randomly changing the way the cave was, since there were no badgermoles in the area--or so enough people assumed. Possibilities like that were never to be doubted.

This underground network seemed to attract Meili's Kyoshi Warriors, but if this was some sort of grand conspiracy, those that held this theory were most likely just superstitious and/or paranoid. There was yet to be any evidence of a conspiracy, let alone a connection to Queen Meili. She supported the motions the Kyoshi Warriors were going through, and the congregation of such individuals to this city.

It got to the point where the Kyoshi Warriors had almost become the secret police of Omashu, similar to how the Dai Li were the secret police of Ba Sing Se. However, they were kept under Meili's watchful eye, as well as the eye of the monarch of Omashu, in order to prevent corruption. A house divided against itself could not stand.

Even after the reconstruction and fortifications were complete, Meili lingered around Omashu. the city was no longer closed off from visitors like it was during the war, and so even visitors from the Water Tribes or Fire Nation could drop by. It was possible that they might even run into Meili herself, who walked the streets of the city on a semi-regular basis. All seemed to be at peace here once again, but one could never be too careful. Some visitors were inevitably suspicious, and some even moreso, were not necessarily innocent.

"so..." Zulera mused, "this is the mighty Omashu--the "Citadel of the Motherland", innit?...
bah, it will fall, as will the rest of them. If the Water Tribes, the Earth Kingdom, the Fire Nation, and the Air Nomads, continue to wage war as they have, then it would come to me as no surprise that they bring each other to their demise. Is it any wonder why my campaign has been successful so far?"


"so what else has changed since I last paid this place a visit?" she mused aloud this time, "New Earth Queen, new war, new changes... fun times."
She continued wandering the streets of the city, looking around at the changes; the reparations that were going on, the rebuilding of the city, and everything in between. Kyoshi Warriors in particular, were everywhere. in fact, Zulera swore that some were following her, but they all looked almost the same--it was hard to really pin an identity onto a woman in a thick dress and armor, especially when they all had makeup on.

she continued weaving her way through the streets, without a particular destination in mind, and noticed that the Kyoshi Warriors were in fact following her. If they were not following her, it was a matter of serious coincidences that they would pop up on the rooftops or disappear around the corners or duck behind buildings.

"What do you want with me?" she barked. Normally she was not one to get angry, but silent stalkers did tend to get on her nerves a bit. Zulera took off in a run, darting into another alley, letting the darkness of the evening as well as the alley itself, which was secluded from the moonlight, surround her. She stopped, and in front of her was a Kyoshi Warrior. She simply stood there, not moving. Zulera took one cautious step towards the woman, her hands in the air and in plain sight. the Kyoshi Warrior did not move.

Zulera took another step towards her. "Hello?" she called out. She glanced upward just in time to see the silhouette of a Kyoshi Warrior disappear onto the roof. she glanced back, and the woman in front of her still hadn't moved.
Zulera lunged forward in an attack. it connected with the woman, whose head was knocked clean off of her body. Zulera stopped, knowing immediately that it was a decoy. if she had really knocked the head off of a woman, there would be blood pouring from her neck, not fragments of stone falling from it.
She immediately realized that it was a trap, and spun around, instinctively reaching her hands out as if to grab at something behind her. her hands wrapped around the body of an armored woman, and she flipped her backwards into a type of judo throw. the fight was on.

Zulera underestimated the strength of numbers, however, and the Kyoshi Warriors were not above fighting dirty just as she was. Their dirty fighting outstripped hers, and soon, they had knocked the consciousness out of her. However, before she lost consciousness, she had placed the last few pieces of her puzzle into place.

Either way, such a find would be quite the news for the Leader of the Kyoshi Warriors... as well as the Earth Queen.

It was not long before Meili herself had been summoned to the scene.
"Well, well," she smirked, "if it isn't the find of a century."

"your police are efficient." Zulera remarked, "they stalked me the whole way here."

"I've heard of your antics, Avatar," she replied, "as well as your stunt at the Northern Water Tribe. Your little grandiose plan for World Domination will not work within the confines of my Kingdom. You are not an innocent woman, Zulera, and I cannot allow someone like you to roam so freely among my lands sowing seeds of contempt."

"I am hardly sowing seeds of contempt," Zulera argued, "simply spreading words of wisdom.

"I am led to doubt that," Meili chuckled, "but I will argue it later. Unfortunately, your actions cannot continue here. I am hereby removing you to Kyoshi Island. If you had suspicions about the relocation of the Legions of Kyoshi, you were absolutely correct. You will find very few there, and so you may pretend to be queen of the world from those shores. Any sighting of you in my kingdom... will cost you dearly."

Zulera held out her hand to shake. "deal," she smirked, and Meili shook her hand, sealing the deal.
Zulera was deported from Omashu the next morning.
"and here people wonder why foreigners annoy me," Meili shook her head as she watched Zulera be transported from the city, "always trying to bring their ways in and force people to adapt to their culture instead of adapting to the culture in which they live."
"Do you think that's the last we'll see of her?" a Kyoshi Warrior asked,

"Absolutely not, General Felicia," Meili smirked, "but if she wants war, she will have to work for it--and work HARD for it--and it will not happen on my shores."

It was not long before the arrival of Angel. There she was walking from the sunshine, two enormous armoured Earthbenders following her. She had come to the scene of Meili and the General. She opened her lips almost unnoticeably and, after examining both Meili and the General, spoke with the voice of a pure Angel. Her voice was smooth and quiet, and was high pitched.

"It seems, ladies, that that the majority of the order are females," she giggled "I recently noticed some hassle not far from here. I would assume that a guard is being harrassed by mere commoners...nonbenders.....What kind of kingdom is this? The men and women who die for the people are being harrassed...by the ones who they protect. Though the safe ones do not provide for anything, they do not contribute to the common welfare..."

Angel looked down in a depressed sort of motion. She thought of nothing but killing....O' how long it had been since she had killed. The previous night she dreamt of blood and suffering, of sadness and agony. She was attempting to drive her own opinions into the Queens head, wishing for the Queen to think further into what she had said. For she wished to declare war and to kill and command....

Meili was fond of the few who were part of her Inner Circle. While there was a hierarchy in Meili's ranks, and each of those ranked officers received a similar amount of respect, only Meili's closest friends made it into the legendary "Inner Circle"--those who showed utmost loyalty to Queen Meili and her actions, regardless of the consequences. At the moment, it was 4 Dai Li: Ju-Long, Gaara, Andraz, & Shu; and 4 Kyoshi Warriors: Lorena, Felicia, Tallulah, & Oma. The centerpiece of this circle was Meili herself, and it was only to them that she told her darkest secrets. Such individuals were not easily replaced.

"I do not discriminate by gender, my dear," Meili cooed, "the forces of the Dai Li are the male counterparts to the Kyoshi Warriors, just as the Kyoshi Warriors are the female counterparts to the Dai Li. Both of them serve as the police force of the Earth Kingdom--no longer just the streets of Ba Sing Se and Omashu. The Earth Kingdom is a land of the free, and the home of the brave. If people wish to protest against those freedoms by harassing those that fight for their freedom to do so, they can do so--but they can also expect a risk of... disappearing."

she smirked, turning to where Lorena and Felicia were standing. "However, the Legions of the Earth Queen are not so easily rattled. "However, the Legions of the Earth Queen are not so easily rattled. If there are those who wish to try and crush me, the head of this nation, and then think that my system of order can be so easily replaced... still have to fight their way through the ranks and legions of the police-force Dai Li and Kyoshi Warriors that are scattered across the continent. Order is well-maintained and my kingdom is well-equipped to destroy anyone foolish enough to think they can take it down." spoke the Earth Queen. Angel fancied being spoke too by Meili. It made her feel some sort of importance over her, for she had direct contact and was able to speak with the leader of an entire nation whenever she needed to.

Despite Angel's hate for the world and most people, she was loyal to the forces of the Kingdom, and to the Queen herself. Angel had always been somewhat loyal to the Earth Kingdom, for she is gratitude for the kingdom for showing her her beliefs.

"Your quite confident aren't you, Meili?" she spoke with a tender voice, and giggled afterward. "but I must go..investigate..for I have reason to believe something dark is coming forth our way. I will write to you when I find what I must". Angel then turned quicklly and gracefully and strode off. She was smiling both on the inside and on the outside, though the emotion of the smiles were far different.

"I am," Meili smirked, "those who oppose the will of the Earth Kingdom will most likely just...

...disappear."

she smirked as she watched Angel turn and leave her presence. There was only one thing that Meili feared--and it was to watch the Earth Kingdom crumble while under her name. To live a life of such dishonor would not be something she would be willing to do, and should that happen, she would most likely just end her life instead.

However, she would make sure that that day never came, doing everything in her power to prevent it, and to hold the Earth Kingdom together by any means necessary. With the Dai Li and the Kyoshi Warriors accompanying her to keep order, she had little left to fear as her stride towards militarization continued.
