The War of Tipped Scales

Violating his treaty with the North and South Water Tribes, Fire Lord Novai deploys forces against the Air Nomads of the Western Air Temple. Following brief combat, the attack on the Western Air Temple dissolved into diplomatic discussions between the Air Council and the Fire Nation commanders in charge of the fleet. In view of diplomatic pressure from their allies in the North and South Water Tribes and the prospect of a bloody battle, the Fire Nation forces withdrew to the verges of the islands and made camp pending further orders from the Fire Lord.

As the year turns, orders are given by the Fire Lord -- renew the attack. Now fully under siege, the Western Air Temple sends envoys to the leaders of the other nations with a plea for help. The first to receive the message is the Northern Water Tribe. In response to the news, on the morning of the 3rd of January, the new chief, Kanoei, assembles his fleet and sails to the Western Air Temple to relieve the siege, effectively breaking the treaty with the Fire Nation. The Water Tribes and the Fire Nation are now officially at war. The War of Tipped Scales has begun.
