Meili Mitali Zalika	Months and years of terrible war had taken their toll on Queen Meili and her powerful reign upon the Earth Kingdom. Many attempts had been tried on her life, all of which failed against the resilient old woman. Shew as strong and she was smart. There was more than one reason she was queen, and it was not just because of her ability to give amazing speeches. She claimed to be acting for the people, although some might have thought differently. The Dai Li had eyes and ears everywhere, and so while crime in even the lower ring had dropped rather dramatically, some questioned the ethics behind the offending parties simply "disappearing". Of course, there was no real evidence that could connect it to the Earth Queen; it was just a common suspicion. However, let it not be said that Meili Mitali Zalika was not a benevolent ruler. On a certain day of the month, she organized a convergence in one of the largest squares in the Lower Ring. This would be a chance for anyone, rich or poor, young or old, local or foreign... to get an opportunity to meet the Earth Queen face to face. While she is suspected to have guards hidden in the recesses of the city waiting to strike lest there be an attempt made on her life, the queen had so far gone alone. Her arrival was obviously heralded as a pretty big deal, for most Earth Monarchs never left the Upper Ring. Luckily, Queen Meili was not "most Earth Monarchs". After reaching the center of the square, she spread her arms. "come one; come all." she began something of a short speech, "Meet the benevolent ruler of the Earth Kingdom in person! Know that she is one of you... that she supports you, and that with your support,w e can build a better tomorrow--we can build a better Ba Sing Se... we can build a better Earth Kingdom! There was cheering from the crowds, and city officials stood by to ensure order and prevent the queen from getting swarmed. Otherwise, she was unarmed and unguarded. Some might have thought that there was some political motive behind this... others might have seen it as little more than a simple mingling with the commoners.

Kairi Inoue	The noise of the crowd nearby disturbed Kairi's restless sleep, and her eyes slowly opened. She narrowed them, trying to adjust to the daylight. She soon pushed herself up, stiff from another chilly night on a rooftop. Normally she'd stretch a bit to warm up and ease her aching muscles, but she wanted to know what was going on before doing anything else. She peeked over the edge of the roof, looking down at the square while making sure nobody saw her. This wasn't her house after all, and some people might not approve of her sleeping locations. The large square was filled with people, a few of which she knew or at least recognized. She also saw the Earth Queen and some city officials standing nearby. She turned around and climbed off the small building with only her water bag, presumably without being seen. She landed in an alley, and from there proceeded to walk towards the square, quickly blending into the crowd. Kairi let her gaze go through the crowd, noticing varying reactions. Some of the Lower Ring citizens were cheering loudly, while others whispered softly to one another. She herself was completely silent, listening to the Queen's words carefully, keeping her doubtful gaze focused on her. Build a better tomorrow, a better Ba Sing Se, a better Earth Kingdom... Yeah, but better for who? This way of thinking didn't feel right to her. She wanted to believe it, think positively of those words, but there was something withholding her from that. Words like those just felt so... empty. Perhaps they were, perhaps they weren't. Either way, she'd had to deal with a lot of disappointments in her life, and this speech didn't seem worth getting her hopes up.

Meili Mitali Zalika	There were questions of all sorts, many of which Meili was able to and willing to answer cleanly and honestly. Others, she managed to subvert or avoid, while still giving a nice-sounding answer to. Most of these were in regards to the large network of tunnels that people knew existed from here to lake Laogai, known simply as "The Underground". "Perhaps since there is so much on my plate..." she also admitted, "There very well might be a new Earth Queen or King in your midsts very soon." she began. Meili was often simple and to-the-point. "and I would simply continue my service to the mighty Earth Kingdom and her people by serving as the leader of the Dai Li--to ensure that order is kept and that the new monarch does not overstep his or her bounds." there was cheering, although there were also chants for Meili to remain on the throne. She held out her hand to silence the masses a bit. "There is no guarantee." she replied, "but I believe in a transparent administration, and thus I wished to inform you the people of this motion, so you can be prepared for it. When an official decision is made, word will go out. That much I can promise." With this, she took a bow as the crowds cheered some more, and Meili interacted with more citizens here and there and glanced around almost as if looking for someone. This was going to be an interesting operation.

Kyorin	Kyorin was acting like one of the citizens, cheering and wanting to touch her hands and see her face. It was all a facade, though. He kept his gaze constantly roaming around, at the rooftops and at the people in the crowd. He made mental notes whenever someones hands came down to their sides, when they went back up, which hand was up, and so forth. He was much more observant than other Dai Li agents, more calculating. This was why he was appointed to be one of the Queen's guards. While he was looking around, he saw something. Right out of the corner of his eye. It slipped off of a roof, into an alleyway. He kept his facade up, not missing a beat. But now he strained his ears over the voices of the crowd, listening for any approaching footsteps or someone's battle cry. That sort of thing seemed to happen a lot when an assassin wanted a higher up dead. Nothing so far though.
