| Cyrad had been making and saving money his entire life, and been making a sizable income especially in the last few years as his skill and renown as a mercenary spread. As time passed he was realizing that his income was vastly greater than his spending and his savings were huge, he had been thinking for some time on what he planned to do with all of his money. He had been researching architecture for some time as a hobby and he was pretty sure he wanted to spend his money on something that would be remembered, something that would change the world. Throughout his worldly travels he had come to realize that outside the great cities, and even sometimes inside them, there was great amounts of danger and corruption and innocent people were often caught in the middle and harmed, financially or physically so a grand idea came to Cyrad.
He would make his own city, his own government, that would be free and safe and pure. But where would he build it? The world was split between the great nations, divided by it's benders and horded by the rich and powerful. He wished to find a place beyond the care and wants of the nations, a place he could build his city and grow strong before the governments of the world realized what they could gain by owning it. It was because of his recent expeditions into the Si Wong desert that he knew just where he could build it, there was an oasis there the Cyrad could build his city around. It would provide for the water needs of the city as it started until they could think of a way to support a larger population. He didn't worry about getting people, true that the few few families to go would be harder to convince but offering them years without taxes and a small one once they had to pay was sure to convince enough. He supposed that building the city would be the hardest part but being from the Earth Kingdom he was sure there would be enough benders who could shift sand into earth so they could build their city. Still he worried, power was known to corrupt and Cyrad was not vain enough to think himself above such temptation. So he pondered for days and found his answer in the Air Nomads, they had a council with no single man in charge so Cyrad formed his government around the concept. He would find other great men and woman to lead his new city with him, they would each reign over a section of the city but be kept in check by the others around them. Cyrad knew there would be much more thinking and preparing for such a ambitious idea to grow and flourish but he didn't want to step to far on his own without acting so he started to talk to people, sailors, farmers, traveling salesmen, and anyone who could listen. He started to put out word of what he wanted to do, focusing on the freedom and safety aspects rather than the details, and just hoped that enough people would talk or hear of his idea. Though it was vague Cyrad was sure there had to be others who thought the same way he did and would come to meet him. He told everyone he spoke to of the tavern near his apartment in Ba Sing Se that he would be at and then paid the bartender to send word to Cyrad if anyone came by asking about him.
It had been about a month since he started to put word out about his idea to build a new city, he had been spending a decent amount of his free time in the tavern though he never drank himself deeper than a light buzz. It was just after noon and Cyrad had already finished his training with Master Naseru. He was sitting at the bar drinking a glass of beer and reading a rare tome on sandbending architecture. It was the most detailed book he had found so far and had already given him several tricks, like building a foundation but then having several columns extend blow that into the sand to make the foundation more stable. He heard the door open and caught a movement in the corner of his eye, a shadow of a person walked up to the bar and spoke to the barkeep. Malou, the bartender, pointed over to Cyrad which peaked Cyrad's full attention who finally looked up from his book to see who this person was and if they were here for the reason he hoped. | |

| There had been some interesting rumors floating around lately, about building a new, almost utopian city in the middle of the desert. In her own travels, Shi-Hao had seen the corruption of city officials and the sufferings of the people who lived in such cities... Even as well off as she had been her entire life, such things weren't easy to watch and, as she became more worldly, the young heiress found herself wanting to change this version of the world - perhaps this was her chance to make a difference in it?
With those thoughts in mind, she dressed for the occasion, slipping into a dress and flats rather than her traveling clothes, ready to make her way down to the tavern featured in the rumors she'd heard. It was in a nice enough part of Ba Sing Se, which lent credibility to the idea that the man called Cyrad would be able to pull off such a grand idea. Shi-Hao did, of course, bring her white and gold-threaded bag, in case things went sour regardless.
The bartender was helpful enough, pointing toward a seated man reading a book when she asked for Cyrad. Pausing only to glance at her reflection in a nearby looking glass (still looking nice and presentable), Shi-Hao made her way across the room to the otherwise empty table to introduce herself. "You would be Cyrad?" She asked, first, for confirmation, "My name is Shi-Hao Ni Kaihua, and I have heard that you intend to build a free city?" Her name, alone, would likely tell the man who she was exactly, if he were familiar with the goings on in the Upper Ring.

Kei had began hearing rumors of a man planning to make a Utopian city out in the desert. Over time, the rumors became news and Kei learned that this man was actually Cyrad, an Earth Bender he knew and went on several adventures with.
As far fetched as making a independent city that was free of things such as corruption sounded, he had a feeling Cyrad might be able to pull it off. Cyrad was one of the few people Kei met whom he considered a "decent person" in terms of morals. Cyrad was a good person and could be trusted, someone who wouldn't abuse power. Kei decided he would go and help Cyrad, after all, he believed Cyrad was doing the right thing and Kei felt he owed Cyrad a couple of favors.
Kei walked into a tavern where Cyrad was supposedly at. When Kei walked into the tavern, he didn't ask the bartender where Cyrad was at since Kei saw him sitting at a table. Kei saw that Cyrad was already talking to another girl, perhaps someone who too wants to create a glorious city.
Kei began walking toward Cyrad and called out, "Yo Cyrad, long time no see. I see you must have been doing pretty well lately if your crazy enough to make a city like no other."
Kei's face then broke out in a smile, "Count me in."

| Life in the coal mines had been nothing but a perilous grind that had taken her father's life and ruined her mother's life. now, it had Isi by the nuts, so to speak, her gripping poverty preventing her from doing much else. it had been nearly 10 years since she had started this job, and while the work was easy enough after a while (or rather, she got used to it after a while, despite the horrible conditions in many cases), it still didn't improve Isi's attitude much.
She was able to breathe easier (so to speak) after getting her family out of the business though, but now they needed a proper home. She had saved money for years for this moment, working whenever she could to try and fund the move for them. If they were safe... she could worry about herself later. But, as much as she hated to admit it... she needed someone to help her care for them. She was significantly older than the rest of them--her next oldest sister was 15, and her two little brothers were 11 and 9. None of them were exactly fit for working the way she was. She didn't want to have to subject them to the hard-working hell that she had been through. They deserved better.
Thus, needless to say, when she heard rumors of someone starting a utopian city, she did everything she could to try and get herself there.She had managed to get her siblings and mother away from the mines, safely tucked away near the fringes of Ba Sing Se's outer ring, while she worked up in the mountains there. Work here was slightly better than in the old colonies, but not by much.
Still... as vicious and belligerent as she was, Isikiro was also smart. She knew how to find things and how to escape unnoticed in most cases (although her back was proof of the times she failed. there was a reason she covered up). Thus... finding the tavern where the man who was supposedly the source of this utopian dream was something that somehow, Isi managed to miraculously do.
Despite her unimposing height, the grimy little earthbender managed to look a bit unnerving with how she kicked the tavern door open and stumped towards the bar without a word. Her posture was horrible, so perhaps if she ever stood up straight she'd be a bit taller. "Kin ye point me t'wards a man named Cyrad Wato?" she asked the bartender, looking up as she sat down. the man pointed to a few stools over where the man in question was sitting. Isi's voice was something of a grunt at this point, and her accent stood out prominently. But, charisma was not her strong suit, so instead of greeting people, she usually just shamelessly burst into talking.
Approaching this man, who one of the first things she noticed about him was his stone arm, she sat on the other side of him. This young woman smelled strongly of coal. "Ah heard you was fixin' to make some kind of desert paradise or somethin?" she looked up at him, 'N Ah might not look like much on th'outside... but Ah want in." That was about as good as her offer could get unless she suddenly developed a silver tongue instead of the dirty vulgar one she had had all her life.

| Cyrad had no clue when he started the day that it would turn out so well, he had woken up like any other day trained, ate, and had only planed on doing some light reading. He wasn't expecting anybody to come by asking about the city, though he was hoping it would happen he didn't have any hope for today, so when a well dressed woman walked in to the tavern and adressed him Cyrad was flabbergasted.
"You would be Cyrad?" She asked, first, for confirmation, "My name is Shi-Hao Ni Kaihua, and I have heard that you intend to build a free city?"
The name caught his fancy quickly, he had heard it before though only in passing reference but it told him that she was above his normal class of interaction. It was odd to think that one with money would want to build a city without corruption but Cyrad would not judge the woman before he got to know her. Some rich folk must be good people.
"Yes I am, to both of your questions, and it's a pleasure to meet you Shi-Hao Ni Kaihua. Am I to believe that you like the idea and would like to join me? You would be the first..." Just as Cyrad said that a familiar voice called out to Cyrad.
"Yo Cyrad, long time no see. I see you must have been doing pretty well lately if your crazy enough to make a city like no other." In came Kei, a firebender who worked with Cyrad on a few jobs. Kei was a good guy and Cyrad liked him, better yet he could be relied upon in a pinch.
Cyrad gave a look of apology to Shi-Hao for breaking from their conversation for a moment and greeted Kei. "Hey Kei, how are you? You here about the city? This is Shi-Hao Ni Kaihua, I don't know if you know each other. Funny how the two of you came in on the same day, I've been hanging out here for over a month and no one's come in about it yet."
Cyrad train of thought was broken off though because he thought he heard his name spoken again. A thin girl, who from the look and smell of her was a miner of sorts, approached Cyrad. Her posture spoke of a hard life under hard circumstance, she was the exact image of the people that Cyrad wanted this city to stand for.
She sat next to him and spoke."Ah heard you was fixin' to make some kind of desert paradise or somethin? 'N Ah might not look like much on th'outside... but Ah want in."
"Well I'd be more than welcome for you to join me." Cyrad said before extending a hand. "I'm Cyrad, and these two are Kei, and Shi-Hao." Cyrad didn't include her entire name this time, mostly because he didn't think this girl would care. He hoped it wouldn't offend Shi-Hao. "Wow, so it's really nice to meet both of you ladies and I'm glad your here to Kei. So I guess this is the moment for a sales pitch right? The whole concept behind this city is standing for what's right. I want this city to become an idea, an idea that people in power don't have to stand on the backs of the common man but can stand beside them. An idea that you can live without fear that someone stronger than you may come by and hurt you or those you love. An idea that man is not inertly evil. But before that can come into being we must forge this place. I have thought about this and the only place we can do so without fear of one of the nations laying claim to it before or after we build this city is in the desert, it is an unwanted place and by building it there it shows that together we can overcome anything. Now it won't be easy but if you stand with me we will be able to do it, this I know for sure." Cyrad finished and took a sip from his drink. He was sure he sounded very corny but he hoped that it also showed his passion for the idea. | |

| As she had been about to tell Cyrad that her surname was unnecessary, it didn't bother her at all when he left it out, during her second introduction. Shi-Hao had only used it the first time, herself, so that her background could remain otherwise unspoken. Her appearance made it somewhat obvious, though it's not like she was decked out in enough jewels to finance an expedition, or anything ridiculous like that.
When Kei, the next person to approach Cyrad, was introduced to her, she held out her hand to shake, offering him a smile, as well, "Nice to meet you. It seems we'll be comrades in this venture; at least, I hope that we will." It seemed that the two men knew one another, so it would be strange for Kei to be turned away, but she was still only under consideration (she assumed) despite what she could offer in terms of startup funds.
She didn't have enough time to greet the next young woman with more than a smile and a small wave, however, before Cyrad launched into his speech. Compared to all the other public speeches and announcements that she had heard over the years, it was inexpert, but passionate - which made Shi-Hao less inclined to roll her eyes, as she sometimes wished she could during other assemblies. Refraining from clapping - thinking that it might come across as condescending - she gave an encouraging nod, to show her approval.

| For someone who was not charismatic at all, the speech sounded like everything that Isi wanted to ever hear from a promise. On the other hand, she was suddenly a little bit doubtful. Leaders and politicians lied or made false promises all the time, but at the same time, perhaps the simplistic and down-to-earth attitude that the man had, was enough to placate the young, disgruntled girl.
She honestly didn't even care about the names of the two individuals around her, and so they went in one ear and out the other. She was focused on the man who had promised to make this happen--for her; for people like her. Her family came to mind. Would they be able to continue to subsist off of the meager coin she managed to send them? She certainly hoped so.
"Well if y'need people t'work t'make this thing possible, Ah 'kin probably halp." Isi continued, "Lahf's nothin' but work 'n then more hard work. Ah 'kin say that much. She put her fist to her chest as if suggesting loyalty. Hopefully she would have a reason to remain so.

| Chouhi had heard a rumor at a bar in the Fire Nation Capital City that there was some old kook trying to start a city in the desert. When she asked for the name of the kook, she was surprised to hear it was Cyrad, the earthbender she had gone on an expedition with before. Chouhi ended up getting banned from that bar however, because she got in an argument over Cyrad's mental state and nearly beat the other person to death. So she decided that she'd go to Ba Sing Se, just to see if the rumors were true. Being back in the city sent shivers down her spine, and she wondered whether or not she should visit her mother. She hadn't seen her for years.
Chouhi had quickly been distracted as she was heading for the tavern and slipped into a bar on the way. When she realized that she had a place to be after four drinks, she took her current beer with her and left to find the tavern. She had been jogging down the streets, searching hurriedly for the tavern. When she arrived, she was surprised to see Kei with Cyrad also, along with two other girls. She took one long gulp of her beer as she looked over the others. She approached silently after a moment, as Cyrad seemed to be in the middle of a speech. As he finished, and one of the girls who spoke with a heavy accent spoke, Chouhi decided to introduce herself.
"Nice speech there, Cyrad," Chouhi said as she placed her beer bottle between her forearm and chest and clapped with a smile on her face. "And it's nice to see you again, and it's nice to see you again also, Kei," Chouhi waved quickly at Kei before turning back to Cyrad, "I heard you were trying to start a city in the desert. And from the looks of it, I'm guessing it's true. Is there anything I can do to help?"

Kei introduced himself to Shi-Hao, "Hi, my name is Kei, I'm a Jack Of All Trades." Kei was familiar with her name as it was one of nobility and added with a smile and a thumbs up, "If you ever need a job to be done and some gold to be given away, I'm the man you should come to."
Kei turned to Cyrad, "I was honestly a bit suprised you were starting such a thing, I decided to come and check it out for myself. I'm no architecture or leader, but I'll be glad to help. You can consider it a favor of good will."
When Kei saw the woman who smelt heavily of coal, he nervously waved at her when Cyrad had introduced him.
To his suprise, even Chouhi arrived. "Hi Chouhi." Kei saw he had a drink with her. "You should seriously start worrying about you diet by the way. Once your metabolism slows down, your going to pick up a lot of weight through drinking."

| Cyrad was in the middle of the speech when he saw Chouhi enter, of course she was holding a drink but that didn't bother him. From what he had seen she was better with a drink in her hand. He finished up and recieved a nod from Shi-Hao and a supporting clap from Chouhi.

"Of course there is, this job is going to take more than wishful ideas and speeches. I'm going to need people who are willing to stick through the thick of this, there will be hard times were it will be hopeless and I'm going to need others to come up with the answers I can't think of. And I personally know that the desert isn't safe so I need others who will be able to defend those we take with us that can't defend themselves."

"Leadership is something one rarely can see in themselves if they are truly worthy of it, a humble man makes a far greater leader than a vain one."Cyrad started to speak to everyone." And again I will need more than just leaders, first is funding, and though I can provide a great deal of funds any amount you can commit, and it's not required to provide any funds," With that comment he glanced over at Isi, not in an angry manor though. "We also need families and people to come with us, a city can't be made with five people. We need innovators to deal with how we're going to bring in water and food or make enough money to import what we need. We need warriors to protect us and people of morals to act as police and judges. We need people with connections to establish trade and bring in shop owners. I know I'm asking a lot and I don't expect you to be able to provide all of it I'm just explaining that we can use all the help we can get."
Cyrad lifted the book he was reading onto his lap. "This book is on architecture with sandbending, I've been studying it for the last couple of weeks and it along with others has given me a hopeful attitude on my ability to bend us a city, though I could use as much help with that as I can get. Now, if you don't mind me asking, do any of you think you have anything that can benefit this movement?" Cyrad hated asking, he felt like a bender but he needed to know what they were willing, if anything, to put towards this. He wouldn't be upset if anyone or all of them didn't put forth anything he just was being hopeful. | |

| When the latecomer introduced herself, Shi-Hao couldn't help but blanch a little, though she hid the reaction behind her well-practiced facade. She recognized that name from her trips to the Fire Nation Capitol, because of all the gossip that surrounded it - and mercy, did the noblewomen of the Fire Nation love to spread that stuff around...
While her own name - Ni Kaihua - brought a certain amount of prestige, the name of Chouhi Kayashi was murmured in tones denoting only shame. The young lady apparently ran an inn, though she did so quite badly, to the point that it barely functioned thanks to her alcohol-loving nature. It was a wonder that the woman hadn't ended up turning tricks in a bar to support her boozing habits, with the way the noblewomen talked. Shi-Hao quite doubted the young lady's abilities to help in organizing and running a city, with that kind of a black mark on her record... she wondered if Cyrad even knew about it?
For the moment, however, she needed to answer the question at hand. Stepping forward, she cleared her throat to draw attention. "My contribution would be made on behalf of the Ni Kaihua estates and the business ventures of the same... They themselves are what I bring to the table, along with any foundation work that I can personally assist with." There; that was enough to offer her services as an earthbender, financial patron and business partner, all in one go.

| Isi's nose curled at the sight of the newcomer, who reeked fo beer. Yeah... that was totally not a decadent and useless way to spend one's money. Maybe she was being too judgmental, but a drink running any kind of city was the road to ruin already. Well... and those fucks who owned her mine were often drunk, some of them were. That had never gone over well with someone who worked as hard as Isikiro. She also never suspected it, but she was underpaid for the labor she performed.
When Cyrad spoke though, she listened again, as if he was the voice of hope in these dark and trying times for Ms. Anazalrok. She lowered her head, almost in shame, at the mention of money. "Ah'm debilitatingly poor," she confessed. "ev'ry coin Ah earn goes t'support mah siblings 'n mah momma. Ah hate it." she did particularly feel inferior as the woman next to her mentioned that she was loaded with wealth that could be used to sponsor this bold endeavor.
"But... whal Ah don' have much money... Ah kin work hard... Ah kin build things... anythin' with stone 'r metal... 'n Ah'm a miner bah trade... so Ah could help bring in resources, 'r somethin' lahk that... maybe?" she hoped her offer was good enough, even though she felt inferior to the rich woman next to her. Alas, there was nothing she could do about that though.

| Chouhi had scratched the back of her head at Cyrad's question. She was used to people reacting to the alcohol smell she wore like perfume and decided not to laugh at the reaction from the girl who seemed ashamed to not have any money to give. However, the rich girl who offered money was someone that surprised Chouhi. She had never found herself around people who had money to spend whenever they felt.
"Well, back at the Capital City, some of the bars I go to have people who're always complaining that they want to start a new life. Some of them are skilled, and sometimes a few will talk about opening shops. But it's not enough people to start an entire city, though it is a start," Chouhi offered. She definitely didn't have money to put forward. "Oh, and most aren't just lazy low-lifes. They were just born into poverty. They could serve in the military or on the police force."

| Shi-Hao was the first to step forward and like a true lady she cleared her voice and spoke. "My contribution would be made on behalf of the Ni Kaihua estates and the business ventures of the same... They themselves are what I bring to the table, along with any foundation work that I can personally assist with." Cyrad nodded as she spoke, he was very lucky and that put a smile on his face. He didn't expect that someone with such credentials would even think about putting in with him.
"Thank you Shi-Hao, anything you put forward will be put to good use and we all appreciate what you offer." Cyrad said, he knew that he should have been able to word it better, like what a member of the upper ring would have but he just didn't have the experience or the vocabulary to do so.
Isi spoke next, first explaining that she didn't have finances to contribute, which was unnecessary to bring up for Cyrad didn't expect it, but went on to tell what she would be willing to help with. "But... whal Ah don' have much money... Ah kin work hard... Ah kin build things... anythin' with stone 'r metal... 'n Ah'm a miner bah trade... so Ah could help bring in resources, 'r somethin' lahk that... maybe?"
"Don't worry about the money Isi, though I am interested in you bending skill. First of all, we'll be in the desert so we need as many earthbender as we can to build just the bones of the city but more importantly your a metal bender. I don't have the skill and I'm sure we'll be able to use it. On top of that, if we offer decent wages to you think you'll be able to bring any of your coworkers to our employ?" Cyrad wanted to make sure Isi didn't think herself less than Shi-Hao, he thought he might have noticed a bit of shame when Shi-Hao was saying what she could offer.

"That's perfect Chouhi, as long as their good people they'll be able to serve as police or military and anyone willing to open a shop would be more than welcome. Anyone of questionable morals would be more directed towards manual jobs but being a cop is no less honorable than being a baker or a construction worker."
Cyrad changed direction slightly and addressed the group again. "Now I've had an idea for the running of this city and it will go hand and hand with the design of it. Imagine the city was a cake, sliced into several pieces with each piece being a district with a certain focus. Now we would do this so that each district would be governed much like the king of omashu or the earth queen but when each of them have complete control the district leaders would all be part of a council that would meet and discuss matters concerning the entire city, this way one could not succumb to tyranny without others to balance and remove them before true damage can be done. To me this seems like a grand way to fight corruption but I'm only a single man, what you you think?" | |

Kei understood what Cyrad was going at. With a council, it would be very hard for someone with power to go corrupt with it when there are others with an equivalent amount of authority around them.
"I like your idea with the walls and the separate districts, but the people in each district won't be isolated from those in another will they? Ba Sing Se has something similar with districts but the division is through wealth and people in the lower sections of the city can't mingle with those above. It's part of what causes the huge amount of hate towards the wealthy?"

| "I agree that walls would not be the best way to divide a city," Shi-Hao put in her two cents, "Though... is there any need to physically separate these districts? Could we not, say, have a written or verbal agreement differentiating each district - maybe dividing them up between streets or landmarks?" She wasn't certain that it would work perfectly (there could easily be a better solution that she hadn't thought of), but Shi-Hao thought that it would at least be better.
She also liked the idea of a council of leaders, rather than one with supreme power - it would be like a mix of the Air Temple politics and the Earth Kingdom politics, in a way.

Chouhi knew that she wouldn't be accepted to lead a district focused on work by the citizens themselves and some of the people who were applying for positions. Heck, she didn't even trust herself to. She knew the people that she would be able to convince were likely to continue sticking around bars and might want to continue drinking with her. Besides, she figured most of the future district leaders would be uneasy if she were given a serious area. Entertainment sounded like something she could handle in regard to the citizens, and most likely the rest of the work that came along with it.

Cyrad agreed with the seperation of districts through financial ranks would be a poor idea, he had spent enough time with people from the outer and middle ring and both of them were not too pleased with those above them. Lust and envy are terrible parts of the human psyche but people don't change so it would be smart to build keeping that in mind.

"I hadn't thought of that, perhaps we could have several main roads that did the dividing for us or even landmarks like you said. Maybe we could even have several gates into the city, for I think an outward wall is a must, and divide the districts between them." Cyrad didn't want to say it but he though of putting the likeness of the districts leaders on the gates so to help the people get to know their leaders.

"For that I'm still in the early stages, I know we would need one for official business and for law keeping. We would need another to house our military needs, I hope that it becomes irreverent but we can't rule out the idea of the Earth Kingdom choosing to take our city if it become prosperous. I think we should put all of our housing in a single district, rich, poor and those in between. Hopefully it will help bridge the gap between them." He meant for the poor to lose some of their disdain for the rich and for the rich to see the true plight of the poor, Cyrad knew both could help each other. He scratched his chin as he thought. "We'd need one for entertainment, keeping the people happy should be a large goal of ours. And another for business, we can combine or split these apart as well as add others as this is only early stage brainstorming. So what do you guys think? | |

| Shi-Hao's lips curved at the thought, though not quite into a grin. "I believe that I could assist with the entertainment aspect of the city," She volunteered, "As I do have experience with various activities for both the more wealthy citizens and the working class, as well. Not to mention the differences between what each of the different Nations enjoy." The heiress did truly believe that she could do a good job with that - perhaps the best in terms of diversity.
She had visions of different theaters and shopping areas, of taverns, certainly, but also of fighting rings for benders and non-benders alike, and for entirely new things as well.
"I do approve of dividing the city into sections based on what each district holds, rather than by class separation. Hopefully your city will be an example for the rest of the world, Cyrad," Shi-Hao praised the project's ingenuity. Being divided from other people solely because she had hard-working (and lucky) parents was something that the young woman never cared for.

| If people were going to start claiming districts here, Isi certainly wanted her voice to be heard. She was a working class woman, as her clothing (and perhaps stink) might have indicated. Soot and sweat were the smells that emanated from her, and some of that sweat had come from working hard rather than merely from warm temperatures.
"Ah could probably halp wit' sum kina' workin' 'r manufacturin; district," she volunteered, "Lahk Ah said earlier... Ah understan' th'value of hard work 'n know a thing 'r two 'bout how t'treat workers... maybe it could be next t' th'entertainment district so that folks could go down 'n have a bit o'fun after a long day o' work 'r somethin'..." not that she'd exactly know, but she knew that people who were not staggeringly poor usually did things like that, or so she had heard.

We should also find one early on, it'll make building the city much easier when money isn't a huge problem."
Kei decided he would bring up another important topic. "Also, water will be another difficult aspect we need to worry about. Being out in the desert, we can't simply rely on a nearby lake or anything like that. A simple well won't do as it would be impossible to make it as deep as it needs to be and retrieve water from the bottom of it with our hands."
Kei paused for a moment as a thought came across his mind. "Actually," He began, "Perhaps we can have skilled engineer to design us a steam-powered well or something? I feel like it should work..."
Kei said to Cyrad, "I know a skilled engineer in the Fire Nation. I don't know her name but I do know she owns a shop called 'Toys Of The West' in the Fire Fountain City. Perhaps we can ask her if she thinks she can do something like that."

"Okay, I'll trust you judgment in that." Cyrad said in response, he didn't know much about Shi-Hao and hoped that she wouldn't build the district too geared toward the upper class but from the vibes he was picking up from her he had faith that she would be able to make all classes welcome.

"I couldn't think of a better person to run it, and people will feel much more comfortable working with someone they know understands their plight. Just don't let the power get to your head." Cyrad joked, making sure to laugh after his joke so Isi would understand it was in good humor.

"I agree completely Kei, so I was thinking. What does the desert have the most of? Sand. What does sand make? Glass. Perhaps we could focus on glass exports, we could even try and have earthbender firebender teams trying to bend glass? Other than that, we would be one of the only safe havens in the entire desert, if we could establish a road through the desert to increase the amount of travelers through the area we could make a killing selling supplies to travelers. Oh, Chouhi, I think it'd be perfect if you ran a district directed toward that. You could focus on business and taverns for the people who came through, and it wouldn't be too hard once you build up a merchants guild. Also, this idea I'm on the line with, but we could create a mercenary company to take root in the city. As long as the jobs are regulated by good people and not like pillaging a town I think it could benefit the city, though that is risky because any irk the company would acquire would also be directed towards the city."

"That might be a good idea but we would need to find an engineer we could convince to join us. I have an idea which might work that uses huge long slides similar to those used in Omashu but I'm still working the details out so it wouldn't be a bad idea to pursue your idea as well Kei."

Chouhi had nodded along to the idea. She needed time to take in all the information as she was slightly drunk, so she decided to stay quiet until everyone said their piece. She finished off her beer and (through a tough decision process) decided she wouldn't order another.
"So three of us are going to the Fire Nation. What are you two planning to do?" Chouhi asked Shi-Hao and Isikiro. She wasn't sure if it was a good idea to send the whole group to the Fire Nation when they'd more than likely find the most new citizens in Ba Sing Se.

| When the alcoholic, Miss Kayashi, addressed the heiress as if she were a difficult to manage child rather than her equal in this venture (if not her superior), Shi-Hao raised a single brow before answering, wordlessly showing her disdain for the treatment given. "...Unlike several persons in present company," She began in her most dignified voice, "I believe that Lady Anazalrok and I are both needed at our respective places of business, here in the Earth Kingdom - myself mostly in Ba Sing Se."
Tossing her hair back over her shoulder, she continued, her comments now directed at Cyrad, "I had thought to begin searching out those willing to join in trade with us, for the glass that is produced as the city first takes shape. Is that acceptable? I do know that fine artisan work is highly sought after, among the nobles of the Fire Nation and Earth Kingdom alike."
Something did occur to her as well, however, and so she added, "What shall I tell them, when they ask for the name of our future city? Has one already been chosen, or is that the final order of business before parting for the time being?" Shi-Hao, personally, was more than ready to exit the tavern. She disliked the steady reek of alcohol, which was surprisingly absent from the underground gambling rings of Ba Sing Se.
